Co-funder (1999)  and Chairperson of the Board of the All-Russian Civic Coalition “WE, the Citizens!” (since 2005 year work without rights of legal person) and a member in many international NGO’s and movements

Has a long-term commitment to and experience with the development of civil society in Russia and NIS. She has equally strong qualifications: in research and analysis of civil participation vis-à-vis authorities of all levels, legal expertise in ever-changing rules and procedures of Russian legislation in the field of civic actions as well as up-to-date knowledge of international regulations on securing the citizens rights and freedoms, that have to be respected by every national government, as well as a rare talent of visionary and social organizer, who is able to formulate inspiring goals for common civic action and motivate many people to follow.
PROFESSIONAL EXPERIENCE:
Professor, Head of Public Policy Department, National Research Univerity Higher School of Economics, Academic Director of Master’s Programme ‘Political Analysis and Public Policy’, 2000 – now, Moscow

  • Developing master’s program ‘Political Analysis and Public Policy’ and first-ever Russian master’s program in human rights ‘Human Rights and Democratic Governance’
  • Developed double degree master’s program with the University of Bologna
  • Teaching courses ‘Modern political science’, ‘Civil society and the State’, ‘Global Actors in Public Policy’, ‘Human Rights in Globalizing World’, ‘Conflict Resolution’ and others
  • Expert Panel of OSCE/ODIHR “On the Freedom of Peaceful Assembly”, 2006 – now:
  • Co-Author of the Guidelines on Freedom of Assembly adopted by OSCE and endorsed by the Venice Commission
