Program Description: Interlegal worked with the Moscow Office of The International Republican Institute (IRI). The project was aimed at intensifying the local debate on the current situation of regional analytical communities as actors in formulating agendas for local public policy, the regional modernization and democratization; consolidation of analytical communities of the region to enhance the effectiveness of regional policy; "inventory" of analytical communities of Russian regions, assessing their innovative capacity; drafting "intellectual map" of Russia.
The core goals of the project were to respond to several specific questions such as: Who are those analytical communities/ or analytical centers that currently operate in the region? What are their characteristics? What are the opportunities for regional analysis in involving local communities in political decision-making? What is the place and role of analytical communities in regional policy-making and in the process of formulating, adopting and implementing policy decisions ? How influential are those regional analytical communities? What are the methods they use to extend their influence on decision-making? The project was implemented in the Republic of Karelia, Saratov oblast and the Republic of Tatarstan in the 2009-2010.
